The Senior Project Manager is responsible for the end-to-end delivery of Natural Disaster Program (NDP) recovery projects on behalf of the Department of Transport and Main Roads (TMR). The role supports the delivery of emergency works, immediate recovery activities and reconstruction projects funded under the Disaster Recovery Funding Arrangements (DRFA).
The position requires a highly experienced civil infrastructure project manager capable of managing multiple projects simultaneously while ensuring compliance with DRFA funding requirements, TMR standards, legislative obligations, approved timeframes and governance frameworks.
The Senior Project Manager will work closely with TMR regional teams, contractors, consultants, local authorities and key stakeholders to restore and reconstruct transport infrastructure affected by natural disaster events.
Key ResponsibilitiesLead the planning, delivery, monitoring and close-out of NDP recovery projects.
Deliver projects in accordance with DRFA funding requirements, approved program schedules and TMR procedures.
Manage emergency response, temporary restoration and permanent reconstruction works.
Ensure projects are delivered safely, efficiently, within budget and to required quality standards.
Maintain project schedules, budgets, forecasts and expenditure tracking.
Manage procurement activities in accordance with TMR procurement frameworks and policies.
Prepare scopes of work and technical documentation.
Administer contracts for construction, professional services and specialist suppliers.
Manage contractor performance, variations, claims and project risks.
Monitor project performance against approved budgets and funding allocations.
Ensure value-for-money outcomes across all project activities.
Maintain accurate financial forecasting and expenditure reporting.
Assist with program-level reporting and governance requirements.
Build and maintain effective relationships with TMR staff, contractors, consultants, local governments and external stakeholders.
Facilitate project meetings and coordination activities.
Provide clear, concise and timely written and verbal advice.
Manage stakeholder expectations throughout project delivery.
Maintain accurate project records within TMR systems including 3PCM and Primavera P6.
Prepare monthly progress reports, forecasts and project status updates.
Monitor project milestones and report on delivery performance.
Ensure project documentation is complete and auditable.
Identify and manage project risks, issues and opportunities.
Ensure compliance with relevant legislation, TMR standards and policies.
Promote and maintain a strong safety culture.
Ensure environmental and quality requirements are effectively implemented throughout project delivery.
Bachelor of Engineering (Civil) recognised under the Washington Accord or equivalent recognised by Engineers Australia.
Registered Professional Engineer of Queensland (RPEQ).
Minimum 10 years' experience delivering transport infrastructure projects.
Minimum 5 years' experience delivering projects under Disaster Recovery Funding Arrangements (DRFA), Transport Network Reconstruction Program (TNRP), Natural Disaster Relief and Recovery Arrangements (NDRRA) or similar disaster recovery programs.
Demonstrated experience managing civil construction contractors and multidisciplinary project teams.
Current Queensland Driver Licence.
Ability to travel throughout the South Coast Region as required.
Extensive knowledge of DRFA funding requirements and governance.
Strong understanding of TMR project delivery frameworks and standards.
Experience with 3PCM, Primavera P6 and Microsoft Project.
Strong contract administration and procurement management experience.
Proven capability delivering road, bridge, drainage and transport infrastructure projects.
Experience working within live operational transport environments.
Ability to lead project teams through complex and time-critical delivery environments.
Strong decision-making and problem-solving capability.
Exceptional written and verbal communication skills.
Ability to provide professional, practical and timely advice.
Strong interpersonal skills with demonstrated experience managing diverse stakeholder groups.
High-level capability in planning, scheduling, budgeting, forecasting and reporting.
Ability to identify emerging risks and implement effective mitigation strategies.
Delivery of projects within approved DRFA timeframes.
Achievement of project budget and funding objectives.
Compliance with TMR governance requirements.
Accuracy and timeliness of project reporting.
